More than a decade ago, Kennard Brown, Ph.D., started taking Tennessee legislators through the Mooney Building at the University of Tennessee Health Science Center (UTHSC).Brown, executive vice chancellor and COO of UTHSC, hoped to obtain state funding for renovations, as the facility had been vacant for 30 years. And what better way to score capital, he thought, than to show officials the space — where they could see, firsthand, carpet coming apart, and tiles falling from the ceiling.
