Updated NIH Policy on Foreign Subawards

The NIH is introducing a new award structure that will no longer allow foreign subawards to be nested under a parent grant. Instead, each participating institution will receive a separate but linked award, enabling NIH to track project funding individually. However, the primary institution will continue to submit a single, consolidated Research Performance Progress Report (RPPR) to report overall scientific progress. NIH plans to implement this new structure by September 30, 2025, ahead of Fiscal Year 2026.

  • This policy change applies prospectively to all NIH grants and cooperative agreements.
  • Until details of the new foreign collaboration award structure are released, NIH will not issue awards to domestic or foreign entities (new, renewal or non-competing continuation), that include a subaward to a foreign entity.
  • Notices of Funding Opportunities (NOFOs) that state that foreign components are allowed are superseded by this notice. NIH will revise NOFOs to reflect the new award structure.
