FOR RESEARCHERS: NIH Updates

|

NIH has recently released several updates researchers should be aware of.

Updated Implementation Guidance of NIH Policy on Foreign Subawards for Active Projects (NOT-OD-25-130)

This policy updates the recently implemented NIH Policy on Foreign Subawards (See NOT-OD-25-104) for applications submitted before May 1, 2025, and projects active on or before May 1, 2025. It introduces an option for recipients to renegotiate their award structure so that foreign subawards can be financially separated from the primary award and issued instead as administrative supplements (Type 3 awards).

Revision: NIH Policy and Guidelines on the Inclusion of Women and Minorities as Subjects in Clinical Research (NOT-OD-25-131)
This revision primarily focuses on promoting the use of “sex” instead of “sex/gender” and aligning race and/or ethnicity information with Office of Management and Budget’s Statistical Policy Directive No. 15 (Standards for Maintaining, Collecting, and Presenting Federal Data on Race and Ethnicity), in accordance with Executive Order 14168.

Supporting Fairness and Originality in NIH Research Applications (NOT-OD-25-132)

This notice offers guidance on the appropriate use of artificial intelligence (AI) to help ensure fairness and originality in NIH’s research application process.

It also announces a new NIH policy that limits each Principal Investigator (PI), Program Director (PD), or Multiple PI to a maximum of six applications per calendar year. This includes new, renewal, resubmission, and revision applications across all council rounds. The policy applies to all activity codes except T-series training grants and R13 Conference Grant Applications.

NIH Announces a New Policy Requirement to Train Senior/Key Personnel on Other Support Disclosure Requirements (NOT-OD-25-133)

This Notice announces a new NIH policy requiring recipients to provide training for all faculty and researchers listed as Senior/Key Personnel on how to properly disclose all active and pending research activities and affiliations in the Other Support form. The Office of Research is developing training to meet this requirement before it takes effect on October 1, 2025.

Flexibilities for Registration and Results Reporting of Prospective Basic Experimental Studies with Human Participants (NOT-OD-25-134)

The NIH is indefinitely extending the delayed enforcement of registration and results reporting requirements under the NIH Policy on the Dissemination of NIH-Funded Clinical Trial Information (NOT-OD-16-149) for Basic Experimental Studies with Humans (BESH) submitted in response to funding opportunities specifically  designated for BESH.
