It’s difficult to calculate the economic payoff to the state from offering insurance to the needy, said Teresa Waters, a professor and preventative medicine expert at the University of Tennessee’s Health Science Center. But, she adds, “You cannot argue that the uninsured have the same access to care that insured populations have.” In states that don’t expand, Waters said, “There is absolutely a set of people — childless adults, below 100 percent of the federal poverty level — who are left out. Those are real people and real lives.”
